Department of Planning & Development Overview

The Planning and Development Department is responsible for Land and Development Management, Development Planning and all aspects related to land and development thereof. It is divided to the following 5 units:

• Integrated Development Planning (IDP)
• Town Planning
• Human Settlements
• Real Estate
• Development Management

Integrated Development Planning

The IDP unit is responsible for development of a Municipal IDP, which is a strategic planning document of the Municipality containing projects and programmes of the Municipality for each financial year and is aligned to the budget, PMS and all other strategic plans of the Municipality.
The IDP Unit aims to develop a credible IDP responding to the needs of the community and thus promoting sustainability withing the Municipality and its community.

Town Planning

This is where the Town Planning Strategic Guidelines such as the SDF and Land Use Scheme are developed and enforced. This unit is also responsible for Geographic Information System (GIS) and processing of development applications.
GIS is a component within Town Planning Unit which provide mapping services and support to the whole Municipality and the community. It involves developing different types of maps, including maps for sector plans such as Spatial Development Framework, Land Use Scheme Maps, Disaster Plans, Waste Management Plan, Projects, etc. The GIS Division supports the whole organisation and the community of Ulundi with maps.

Objectives of the Town Planning division includes the following:

• Promote sustainable development through enforcement of Spatial Development Framework, Land Use Scheme and a quick development approval process.
• Effective management of outdoor advertisement.
• Enhance GIS use in the Municipality and achieve seamless operations in the GIS unit.
• Safe keeping of all Ulundi map data for future use.

Real Estate

Real Estates Division is responsible for overall Municipal Land Turnure administration. The objectives of the division include the following:
• To replenish the depleting Council Land stock to effectively and efficiently respond to the ever-rising land demand by both residential and commercial aspirant developers.
• To promote land ownership.
• To manage the disposal of Council land.

Development Management

This division is commonly known as the Building Inspectorate Division. It is responsible for approval of Building Plans and monitoring of developments in all phases. The objectives of the division are as follows:
• Improve the aesthetic of Ulundi Town.
• To promote development and safety of buildings.
• To be a mediator in disputes over construction and compliance issues and responding to complaints from the public regarding safety or code violations.
• Improve security of building plans and upgrade of approval process.
